Our bus driver, Mario, was always patient with the local police that checked licenses and documents occasionally. Note the pipes in the background: these are the city hot water and heating system. It is centrally operated, so if it goes down, the whole city is without hot water or heat. This is one of the remaining legacies of the communist/socialist government.
