Fractional Currency distributed by the Post Office during the Civil War. Several series were issued; they used in place of coinage because metal was precious. Generally white with black printing. Issued by the Union, as small coins were needed for commerce and small pieces of paper money was the solution to a paper problem. Confederate states, banks, railroads, and other businesses issued there own small denomination notes.
